13. A lack of police control

The 15th April 1989 was a bright and sunny afternoon in Sheffield, the sort of mid-spring weather that serves as a reminder that summer really is just around the corner. But while the atmosphere around Hillsborough may have been convivial, behind the scenes there was a feeling of uncertainty surrounding this match.

Liverpool had played Nottingham Forest at this venue just a year earlier, and crushing at the Leppings Lane end of the stadium had alarmed Liverpool, who wrote to the FA in protest that the 1989 match being played at the same venue, and with each set of supporters at the same end. Predictably, it fell on deaf ears.
